Bill No. 3279-D of 04/11/2020 on amendments to Law No. 3279 553-MG, it would be necessary to establish that the amount of payment for the property cannot exceed the total amount of expenses transferred by the renter for the relevant period when paying for property and utilities, as property use fees are proportional to the area of ​​the rented property, in which there are even TPP recommendations for using such a normal one for the period March-April.

However, the published Law of the Voice of Ukraine No. 553-IKH dated April 17, 2020 establishes that in the course of the relevant restrictive quarantine activities introduced by the Cabinet of Ministers, the tenant is exempted from paying rent in accordance with the CHB. 6 tbsp. 762 CKU, only in the case of a direct government ban on its activities or visiting the rented premises by clients.

According to Art. 58 of the Constitution of Ukraine, laws and other normative legal acts do not have a retroactive effect in time, except for cases when they mitigate or cancel the responsibility of a person, and therefore the provision of Law No. 58 553-MG causes serious disputes between the parties in its application in order to agree lease payments and, again, does not contain direct prohibitions and restrictions on the lease size.
