Checklist of businesses that have been allowed to work since May 11, 2020

Business Checklist: Who is allowed to work starting May 11, 2020?

 

By using this checklist, company owners and individual entrepreneurs can clearly determine whether their activities are permitted under CMU Resolution No. 343. Law Business Association experts have prepared this list for the safe resumption of work under the easing of quarantine.

New Quarantine Rules: CMU Resolution No. 343

By CMU Resolution dated May 04, 2020 No. 343, the operation of business entities that receive visitors (restaurants, cafes, shopping centers, fitness centers) is prohibited for the period from May 11 to May 22, except for certain exceptions.

This document has become a roadmap for the first stage of the exit from the lockdown. It is important to understand that the resumption of work is possible only with strict adherence to anti-epidemic measures.

Full list of businesses allowed to open

From May 11, the following categories of entrepreneurs and institutions have the right to work:

  • Retail and household services: exclusively in shops, including those located in shopping centers.
  • Catering: provision of services in open (summer) outdoor areas.
  • Remote orders: home delivery and take-away orders (provided the operator is registered).
  • Cultural institutions: museums, open-air museums, and historical-cultural reserves (by decision of the owner).
  • Professional services: activities of lawyers, notaries, auditors, psychologists, and provision of dental services.
  • Sports sphere: training process for athletes of national teams and professional clubs.

Mandatory sanitary requirements for safe work

The work of permitted enterprises is possible only if strict safety standards are met. Violation of these rules can lead to significant fines during inspections.

Key conditions for shops and offices:

  1. Providing staff with personal protective equipment (face, eyes, hands).
  2. Presence of masks or respirators for all visitors (including homemade ones).
  3. Limitation on the number of people: no more than one visitor per 10 sq. m. of area.
  4. Regular disinfection of premises and adherence to social distancing.

Media, filming, and rehearsals

For representatives of the media and culture, separate rules apply. In particular, the work of printing houses, editorial offices, and TV and radio organizations is permitted. Television filming and rehearsals in theaters/circuses are allowed, provided that no more than 50 people are present at the same time and without an audience.

What remains under strict prohibition?

Despite the easing, a significant part of the restrictions continues to apply to minimize the spread of the virus. The list of prohibited objects includes:

  • Entertainment areas and food courts inside shopping centers.
  • Catering establishments (reception of clients in closed halls).
  • Cinemas and theaters (for attendance by spectators).
  • Public transport, metro, railway, and air connections.
  • Gyms, fitness centers, schools, kindergartens, and universities.

It is also forbidden to be in public places without masks, to move in groups of more than 2 people (except for accompanying children), and to be on the street without identity documents.
